The community was developed through a partnership that began in the mid-1990s between The Study Group for Retirement Alternatives (a committee of Quakers in Westchester County) and Phelps Memorial Hospital Center, which owned riverfront property in Sleepy Hollow. The two organizations shared a vision for a CCRC in northern Westchester and formalized their collaboration in 1994. Kendal on Hudson operates as a nonprofit 501(c)(3) organization.
